 Essential Services Information

Guidance for registering as an essential service 

Horticulture, the production and harvest of fruit and vegetables, as well as necessary associated services, are considered as essential services for COVID-19 Alert Level 4. All orchards, farms, packhouses, cool stores and export entities are essential services. You can continue to operate, but there will be strict rules in place that allow you to continue to do so.

NZ Police

The NZ Police has issued the recommendation that people working in essential services should carry with them their driver's licence and a letter that declares who they work for, where they are travelling to, as well as employer information.

Advice from MBIE on security services during the lockdown 

MBIE has updated its list of essential services to include security. 

While there is no a formal accreditation for essential businesses or their employees, growers and packhouse operators can, if they wish, provide a letter to security staff/contractors detailing the specific essential function they are undertaking with reference to horticulture as an essential service - click here to download template.

MPI does not consider security services to be part of the primary sector so there is no need for them to register using the MPI Safe Practices online registration form. However, in all cases, these businesses should:

  • minimise, or eliminate if possible, physical interactions amongst staff
  • ensure appropriate health, hygiene and safety measures are in place
  • restrict activity to only what is essential during the Alert Level 4 period. 


RSE workers

Where an RSE visa expires before 2 April, contact the RSE unit or liaison manager and an interim visa will be issued. 

Where an RSE visa expires between 2 April and 9 July, these will be automatically extended to 25 September 2020. Confirmation of extensions will be emailed to all visa holders.

Labour and Jobs

Advice on employees who want to voluntarily self-isolate and whether an employee who wants to come to work, should

HortNZ has compiled government advice (click here to view) to clarify the following themes of questions:
a) employees in an essential horticultural business who want to voluntarily self-isolate.
b) employers who are worried about whether an employee who wants to work, should be coming to work or not. 

Key points are:

- There is an expectation that workers in essential businesses continue to work unless they are sick or have one of the conditions listed here or have people living with them that have one of the listed conditions.

- Both employers and workers are legally required to act in good faith.  This means the employer and worker having a discussion about their situation.  Critical points are the above conditions and how the worker will be kept safe while at work by the employer. 

- After this discussion and consideration of all the circumstances: workers should not be forced to go to work and employers can ask that a worker not attend for work.

- Employers have health and safety duties as always, but in these circumstances, also need to implement advice from the Ministry of Health and other COVID-19 authorities. Employers need to take all reasonable precautions.

Filling labour shortages - jobs available

To mitigate the effects of potential labour shortages, HortNZ is continuing to work with the Chairs of the Regional Labour Groups, MSD and the Ministry of Business, Innovation and Employment (MBIE) to assess labour requirements in horticulture across the regions.

The aim is to fill gaps with people who are not currently in work in other industries like forestry, who have transferable skills relevant to horticulture.

 Government Support

The government has put together financial support packages to help businesses through these uncertain times.

How to apply for financial help and where to get financial advice:

Income support – outlines what’s available for workers/beneficiaries.

Wage subsidies - updated 29 March - outlines what's available for businesses, which was changed by the Government on 27 March.  

Business cashflow and tax – outlines support such as depreciation on commercial and industrial buildings; deductions for low value assets; increase in the threshold for small businesses having to pay provisional tax; and waiving interest and penalties on late tax payments for businesses affected by COVID-19. New Essential Workers COVID-19 Leave Payment Scheme

The Government has announced that a new COVID-19 payment that will be available to essential businesses for essential workers from 6 April 2020.

The new payment is intended to support essential workers who have to stay at home to comply with public health guidance, and whose employers are unable to keep paying them.

Essential employers who can financially support their workers with leave requirements or any special paid leave entitlements - without the use of the subsidy - should continue to do so.

More information about the Essential Workers COVID-19 Leave Payment Scheme will be available at 12pm on 6 April.


Food Safety

New Zealand Food Safety Science and Research Centre (NZFSSRC) has reviewed all available information on foodborne transmission of COVID-19, and has concluded that there is no evidence that COVID-19 can be transmitted by food or food packaging.  Click here to view the findings.  

Various organisations are reminding the public of the proven health benefits of eating fresh fruit and vegetables.



Certification during COVID-19 lockdown 

  • Registration and renewal processes as normal, but growers urged to complete forms and payments online during lockdown (post limited, and cheques cannot be processed)
  • Food Safety audits are considered ‘essential service’
  • NZGAP and GLOBALG.A.P. audits from AsureQuality and SGS are continuing as scheduled with social distancing requirements in place
  • Off-site and remote audit capabilities being fast-tracked for development and implementation
  • GLOBALG.A.P. certification may be extended beyond the 12 months, for a maximum period of 6 months.
  • NZGAP certification may be extended by up to 5 months
